Fosters' vision for FE

Sir Andrew Foster describes his vision for the future of Further Education (FE) in his report as follows.

There is a need for an FE college system, not sector, for the future which:

  • is crystal clear about, and fulfils, its core purpose
  • delivers the skills the economy, businesses and individuals need
  • consistently meets high standards of quality
  • is held in high esteem locally, nationally and internationally
  • looks ahead and responds to changing technological and societal imperatives
  • is easy to navigate for learners and enables seamless progression to higher levels
  • works alongside, and in partnership with, other providers and business
  • has a purposeful, skilled, professional and inspiring workforce
  • develops and attracts dynamic leaders.

The distinction between a 'system' and a 'sector' is an important one.

The current emphasis on institutional groupings of providers into 'sectors' should be switched to an emphasis on learner achievement and community impact.

Instead, FE colleges need to be seen as a vital part of a coherent system that responds to learner, societal and economic needs.
