IS conclusions A key rationale behind having an integrated Improvement Strategy is the need to align the many different activities and services of the agencies, and the wide range of different provider organisations, into a single coherent drive for excellence. Government and the national partners will continue to strive for ways to reduce bureaucracy and the national partners will work with colleges and providers to take forward the proposals for self-regulation. The overarching aim is to move the further education (FE) system from compliance to excellence. Excellence, of course, needs less external policing. With the success of the Improvement Strategy, the resources needed for inspection and monitoring performance will reduce and bring about a much greater degree of self-regulation by individual further education and training organisations and by the system as a whole. In parallel with the development of the Improvement Strategy, the Learning and Skills Council (LSC) is developing the Framework for Excellence - a streamlined performance assessment tool for the whole of the further education system.
