The sample case studies and good practice in FE are taken from examples currently in use in the FE college sector.

The sector is highly diverse - what works for one college at a particular time may not suit another.

1. Bury College

Bury College is a large tertiary college. The college mission is to'develop individual potential, inspire excellence and promoteprosperity through knowledge'. The majority of enrolments are by learners aged 16-18. At the time of inspection there were 3,600 learners aged 16-18 and 2,097 aged 19 or over attending the college.Most learners aged 19 or over study on a part-time basis.

The College was inspected in February 2007 and the following grades were awarded:

Effectiveness of provision Outstanding: grade 1
Capacity to improve Outstanding: grade 1
Achievements and standards Outstanding: grade 1
Quality of provision Outstanding: grade 1
Leadership and management Outstanding: grade 1

2. Northern college for residential adult education

The College was established in 1978 with its continuing mission to provide high-quality learning opportunities for disadvantaged individuals and groups.  The College is sited in a grade 1 listed building set in gardens and is currently in the midst of a major building programme which involves restoration work and improvement across the estate.

The College was inspected in November 2006 and the following grades were awarded:

Overall Effectiveness: grade 1
Quality Improvement: grade 1
Leadership and management: grade 1

Extracts from the ALI Inspection report dated 17 November 2007 state:

'The overall effectiveness of the provision is outstanding.  Leadership and management, including equality of opportunity and quality improvement, are outstanding.  The leadership and management of the College are very effective and support the maintenance and improvement of achievement and standards, and of the learners' experience.  As at the previous inspection, the Board of Governors and senior management team provide very clear strategic direction and are succeeding in maintaining and furthering  the College's mission and purpose'

'Governors have a wide variety of skills which they use in close co-operation with the senior management team and through their involvement in a variety of committees.  Individual Governors have direct contact with College teams and individual staff members'

'The Board of Governors actively promotes equality and diversity.  One member of the Board is nominated by a local black or minority ethnic community.  Two Board members are members of the Equality and Diversity Committee'

'The self-assessment process is well established and inclusive, involving learners, staff and Governors.  The self-assessment report itself is accurate and analytical and the improvements identified have been acted upon and monitored well through the action planning process''

Governance at the heart of leadership.
Lewisham College.

This is an example of how an inner-city general further education college has maintained its pre-eminence in the sector, leading to a successful inspection in 2006.

The example looks at the innovative role played by the governing body and all involved in the governance process in the college in addressing the issues from the governance perspective.

Carver model

This is an example of how a clerk at a large, general FE college with average performance supported the governing board's need to improve its effectiveness, through exploring differing ways of working.

The example looks at the Carver model and uses it to generate reflection and discussion about governance effectiveness and respective roles and responsibilities.

 The Learning Board

A clerk at a large, general FE college with average performance introduced the idea of the LEARNING BOARD to the corporation to support its journey towards placing the learner at the heart of the organisation and developing the board's strategic role.
